Councillor and Cabinet Member, Zero Carbon Oxford

Tom is Oxford City Council’s Cabinet Member for a Zero Carbon Oxford. In this role, he has developed Oxford’s Citizens’ Assembly on Climate Change, a £19m budget to implement its recommendations, measures to create Britain’s first net zero carbon council by 2020, and the Zero Emission Zone to restrict polluting vehicles in 2020. Tom has ultimate responsibility for the development of partnerships to achieve a carbon neutral Oxford.  

First elected to the City Council in 2014, then re-elected in 2018, Tom lives in the ward that he represents and is a Governor at Oxford Health NHS Foundation Trust and East Oxford Primary School. Away from the Council, Tom is Chief Executive of Elmore Community Services, a charity which works with people with multiple and complex needs.  

He holds degrees from the Universities of Manchester and Cambridge and was a Fox International Fellow at Yale University.
